System One Secures Oaktree and StepStone Investment

System One has completed a strategic investment from funds managed by Oaktree Capital Management and StepStone Group, adding capital behind a workforce and outsourced-services platform that operates across essential industries. Financial terms, valuation, ownership percentages, and individual check sizes were not disclosed.

Oaktree is renewing an existing relationship with System One, while StepStone is joining as a new investor. The investment matters because infrastructure projects do not run on capital alone. They depend on specialized people who can execute complex work in energy, engineering, technology, life sciences, and government.

System One said the resources will support growth, expanded capabilities, its platform, employees, and client service. The broader signal is that investors are putting money into the human execution layer beneath critical infrastructure, not only into the physical assets themselves.

System One adds Oaktree and StepStone capital

System One announced the completed investment on September 1, 2026. Funds managed by Oaktree Capital Management and StepStone Group participated, with Oaktree continuing an established partnership and StepStone entering as a new investor.

The parties described the transaction as a strategic investment. They did not disclose the amount, valuation, round structure, ownership split, or whether control changed. That distinction is important: the public record supports an investment partnership, not an acquisition or buyout.

System One said Moelis & Company served as financial adviser. Kirkland & Ellis represented System One and Oaktree, while Debevoise & Plimpton represented StepStone. Kirkland also confirmed its role in the completed transaction.

A mature platform in specialized work

System One is not a young software company testing product-market fit. The company's current organization emerged from a 2008 management buyout led by Troy Gregory and Greg Lignelli. Gregory is now Chairman and CEO, and Lignelli is President and COO, according to System One's company history.

The business provides workforce solutions and outsourced services across sectors where mistakes are expensive and expertise is difficult to replace. Its coverage includes energy, engineering, technology, scientific and clinical work, and government programs.

System One reports more than 50 locations and over 10,000 professionals. On its corporate website, the company also reports more than 5,100 active clients, over 12,000 locations served, and 198,000 completed assignments. Those are company-reported figures, but they show the scale investors are underwriting.

Why the human layer attracts capital

Critical infrastructure is usually discussed through hard assets: power systems, industrial facilities, laboratories, data centers, pipelines, and public networks. Yet every one of those assets depends on specialized labor, project controls, compliance, and operating discipline.

That makes workforce capacity a real constraint on investment. A project can have funding, permits, equipment, and customer demand, then lose time because the right engineers, technicians, operators, or program teams are unavailable. In that environment, a company that can recruit, deploy, and manage specialized talent becomes part of the infrastructure itself.

Oaktree's Power Opportunities strategy focuses on businesses providing essential products and services for critical infrastructure. System One appears in its current portfolio. StepStone adds a new institutional investor to a platform whose value is tied to execution across long-duration, technically demanding industries.

What the investment is intended to support

Troy Gregory said the partnership gives System One additional resources to accelerate growth, expand capabilities, strengthen the platform, invest in employees, and serve clients. Jimmy Lee, an Oaktree Managing Director and System One board member, pointed to the company's scalable model and leadership. Geoff Dolan, a StepStone Partner, emphasized System One's position in complex and essential industries.

Those statements define the intended use of capital, but they are not performance results. The next proof will come from execution: new capabilities, stronger delivery, employee development, and growth that does not weaken service quality.

No public release identified a specific acquisition pipeline, hiring target, revenue goal, or geographic expansion schedule. The absence of those details limits what can responsibly be inferred about pace and scale.

The market signal behind the transaction

The transaction reflects a broader shift in how infrastructure value is understood. Physical systems are only as dependable as the people who design, build, maintain, and operate them.
